Sure, brother, let me explain:

This Committee is composed only of active cardinals (those who are not emeritus). It is made up of three cardinals who periodically draw up the list of cardinals emeritus who should be considered absent, like this list here.

Recently, the Pope commissioned the Committee to perform a specific function: to make a dossier on the activity of all the members of the Sacred College.

However, the ordinary function of the Committee is to update the list of cardinals emeritus who are considered active and those who are considered inactive, since the access of cardinals emeritus to the Sacred College is conditional on activity.
