    Book 5.6 : The pontifical Chancellery


    Part IX : The pontifical Court


    The Pontifical Court is the Roman Office in charge of governing and structuring all persons responsible for ceremonies, services, protection and personal care of the Pope and the Apostolic Palaces.
    The Office depends directly on the Sovereign Pontiff via the Pontifical Chancellery, which assumes its management


    I. The nature and role of the Pontifical Court

    Article 1 : The Pontifical Court is an institution of the Holy Seatin charge of assisting the Sovereign Pontiff in his role as sovereign of the Papal States and Bishop of Rome, as well as in the affairs of daily life.

    Article 2 : The Pontifical Court has the duty of administering the ordinary in the Apostolic Palaces and surrounding the Sovereign Pontiff in his needs.

    Article 3 : The Pontifical Court has the duty to govern the extraordinary within the Pontifical Court, to ensure the smooth running of the pontifical events and the conduct of ceremonies with the exception of the strictly liturgical and heraldic part.

    Article 4 : The Pontifical Court has the duty to manage the protocol around the Sovereign Pontiff. Its services ensure respect for forms and uses in ordinary and extraordinary times and accompany him on his travels.


    Article 5 :
    The Pontifical Court has the duty to organize Pope's hearings, whether in a public or private setting.

    II. Internal functioning

    Article 6 :The Pontifical Court is composed of two branches, each having their particular attributions entrusted to pontifical dignitaries. These branches are established as:

    • The pontifical Chapel
      • The Master of the Apostolic Palace
      • The Grand Chaplain of his Holiness
      • the Auditor of his Holiness
      • The Secretary of the Writs to the Princes
      • The Master of the Musical Chapel
      • The bishops assisting the pontifical throne

    • The Pontifical Family
      • The Master of Ceremonies
      • The Fourier Major
      • The Major Squire
      • Archbishop of his Holiness
      • The Master of the Pontifical Wardrobe
      • The princes assisting to the pontifical throne

    Article 7 : The Pontifical Court is under the direction of the Prefect of the Court. The latter is appointed and dismissed by the Pope or the Archchancellor of the Holy Seat upon the acceptance of the Pope.

    Article 8 : The offices of the dignitaries are assigned by the Prefect of the Court, with the approval of the Sovereign Pontiff or failing this, of the Archchancellor of the Holy Seat.

    Article 9 : The Commander of the Pontifical Guard of Honor is appointed in intelligence with the Cardinal Constable.

    Article 10 : The dignitaries of the Pontifical Court assist the Pope in his intimacy. They are therefore bound to a reserve duty. Failure to do so will result in revocation and an immediate inquisitorial ban.


    III. Duty of diginitaries

    Article 11 : The Prefect of the Court manages and coordinates all the pontifical dignitaries. He is also in charge of the protocol within the Pontifical Court, and must as such ensure respect for good forms and good practices.

    Article 12 : The Master of the Apostolic Palace is an ordained cleric, responsible for the good keeping and maintenance of the Apostolic Palaces, papal apartments and basilicas and papal chapels.

    Article 13 : The Grand Chaplain of His Holiness is an ordained cleric, in charge of the spiritual watch of the members of the Pontifical Court. He is the personal confessor of the Sovereign Pontiff and assists him in his spiritual tasks, as well as in the management of the basilicas and papal chapels.

    Article 14 : The Auditor of His Holiness is a cleric, ordained or not. He receives requests for public and private hearings from the pope, judges their admissibility, and introduces the plaintiffs into the courtroom. He also receives distinguished guests during visits or official audiences of the world's great. He introduces these during the hearings.

    Article 15 : The Secretary of the Writs to Princes is a cleric, ordained or not, charged with the writing of the briefs addressed by the Pope to the great of this world. He is responsible for the Pope's correspondence and sends, receives and manages each letter.

    Article 16 : The Master of the Musical Chapel is a cleric, ordained or not, responsible for the Papal Choir. He is in charge of composing the hymns, chants and kyriales punctuating the religious services celebrated in the basilicas and the papal chapels.

    Article 17 : The bishops present at the pontifical throne are ordained clerics appointed directly by the Sovereign Pontiff to advise and assist him in his spiritual tasks.They are bishops of full title, however the Pope can decide to assign them an episcopal seat Res Parendo sine cura.

      e.g. :The title of bishop assistant to the pontifical throne, as well as the possible sinecure, does not forbid any cumulation with another office in the secular or regular clergy.


    Article 18 : The Master of Ceremonies is the dignitary who prepares, establishes and insures non-religious pontifical ceremonies. It is his responsibility to organize parties, shows and hunts. He is in charge of the pontifical patronage and must promote Art and Letters, as well as the valorization of the historical and religious heritage of the City of Rome.

    Article 19 : The Fourier Majeur is the dignitary responsible for organizing travel and setting up accommodation for the Pope and the Pontifical Court during stays abroad.
    He precedes the sedia gestatoria in solemn processions.

    Article 20 : The Greater Squire is the dignitary responsible for administering the great stables of His Holiness by supervising the care of horses and the maintenance of coaches

    Article 21 : The Archbishop of His Holiness is the personal physician of the Sovereign Pontiff, he is responsible for his health and advises him in matters of medicine and science.

    Article 22 : The Master of the Pontifical Wardrobe is the dignitary responsible for administering the appearance of the Sovereign Pontiff and his court. It is up to him to appoint and manage the suppliers, to prepare the pontifical and the Church's parametric in ordinary or extraordinary times.

    Article 23 :The princes assisting the pontifical throne are pontifical nobles appointed directly by the Sovereign Pontiff to advise and assist him in his temporal tasks.

    Article 24 : The Commander of the Pontifical Guard of Honor is the dignitary, a member of the Holy Armies, responsible for the protection of the Sovereign Pontiff and the Apostolic Palaces.In the exercise of his functions, he answers directly to the Sovereign Pontiff or to the Cardinal-Constable.


    IV. Honors of the Pontifical Court

    Article 25 : Is understood by "honors of the Pontifical Court" the right to appear alongside the Pope and to attend the extraordinary ceremonies organized at the Apostolic Palace.

    Article 26 : In addition to the pontifical dignitaries, certain statutes and functions within the Church allow their holder to benefit from the honors of the Pontifical Court.

    Article 27 : The Cardinals of the Holy Church and the Grand Masters of the Military Religious Orders receive the honors of the Pontifical Court.

    Article 28 : The Sovereign Pontiff may appoint at his discretion certain pontifical nobles as auxiliaries. The latter, named "Gentlemen of His Holiness" receive the honors of the Pontifical Court without charge.

    Article 29: The Sovereign Pontiff may appoint at his discretion certain prelates as auxiliaries. The latter, named "prelates of honor" receive the honors of the Pontifical Court without charge.


    V. Privileges of the Pontifical Court

    Article 30: Any pontifical dignitary or recipient of the honors of the Pontifical Court, in that he frames the Pope in his personal service, enjoys an apartment in the Apostolic Palace.

    Article 31: Every pontifical dignitary or recipient of honors ordered, without being invested with the episcopal dignity, enjoys the predicate of "Monseigneur".

    Article 32: The Cardinals of the Holy Church are, after their election and according to their role, bishops assisting to the pontifical throne. The rectors of the Provinces of the Pontifical States receive an episcopal seat Res Parendo sine cura connected to their province.

    Article 33:The familiarity, the offices and the honors attached to it cease during a revocation or at the death of the Pope. They can nevertheless be renewed by the next Pope.
