    Book 5.7 : The department of the new and developing church

    Definition and Objectives

    Article 1 : The Department of New and Developing Churches is an office created by the Curia with the aim of working with emerging Aristotelian communities of small size.

    - Article 1.1 : The Department is managed by a Roman Cardinal Elector called Prelate Plenipotentiary.

    - Article 1.2 : The Curia gives special powers to the Department in relation to its specific missions

    - Article 1.3 : The Department may request the collaboration of the Congregations of the Holy Aristotelian Church concerning the questions and realities related to their fields of competence and their particular duties.
    In this case, the Chancellor of the concerned Congregation will indicate a Delegate. The Plenipotentiary Prelate will decide on the terms and duration of the Delegate's collaboration.

    Article 2 :The main objectives of the Department are:
    • the development of religious integration of all regions not yet part of the Holy Aristotelian Church;
    • support to local churches regarding their difficulties and needs.

    - Article 2.1 : The Department makes contact with the inhabitants of these regions where it is called upon to intervene.

    - Article 2.2 : The Department introduces them to the Aristotelian Church and its Dogma.

    - Article 2.3 : The Department negotiates integration with the Aristotelian Church or recognition as an Autonomous Aristotelian Church, following Canon Law.

    - Article 2.4 : The Department manages all relations with existing groups and their leaders until the relevant officers of each Congregation are appointed.

    - Article 2.5 : The Department manages the churches without Consistory as well as those without the Episcopal Assembly.

    Internal Organisation

    Article 3 : The Department is headed by a Plenipotentiary Prelate, who can appoint Legates and up to two Assessors

    Article 4 : The Assessor is appointed directly by the Plenipotentiary Prelate to better organize the work of the Department.

    - Article 4.1 : To become Assessor, the candidate must have a good knowledge of the Canon Law and the Dogma.

    - Article 4.2 : The candidate must be able to show good knowledge within the Canon Law.

    - Article 4.3 : The candidate must have a degree in Roman Diplomacy and a degree in Theology.

    - Article 4.4 : The candidate must be multilingual (in addition to his native language, he must be able to speak the lingua franca* and have at least a basic understanding of local languages)

      e.g. :english is here considered as lingua franca.


    Article 5 : To become a Legate, a candidate must apply directly to the Department .

    - Article 5.1: The candidates must have a good knowledge of the Canon Law and the Dogma.

    - Article 5.2: Applicants must know English in addition to their native language and preferably have at least a basic knowledge of local languages.

    - Article 5.3: The application must be made publicly to the Department of New and Developing Churches.

    - Article 5.4: Appointment and revocation are decided by the Plenipotentiary Prelate

    Charges and Functions

    Article 6:The functions of the Plenipotentiary Prelate consist in taking care of each region whose hierarchy of the Church is missing or incomplete or insufficient or not self-sufficient; he is also responsible for ecclesiastical oversight in a region where the creation of a local clergy is difficult. As his name indicates and in these regions, he has full powers and will be the third most important person in the Church: he is representative of the Pope and the Church.

    - Article 6.1 : The causal quadryptic:


    The material cause = He is a Roman Elector Cardinal.
    The efficiant cause = He is appointed by the College of Cardinals or directly by the Pope.
    The formal cause = He is enthroned by the Camerlengo or the Archdeacon of Rome.
    The final cause = He represents the New and Developing Churches.

    Article 7 : The Assessor - The Causal Quadryptic:

    The material cause = He is an operator in the service of the Church. He must have knowledge of the Canon Law and the Dogma .
    The efficiant cause = He is appointed by the Plenipotentiary Prelate.
    The formal cause =He is charged by the Plenipotentiary Prelate.
    The final cause = He assists the Plenipotentiary Prelate in the management of the Department.

    Article 8 :The Legat - The causal quadryptic:

    The material cause = He must be interested in the work of the department. He must have good diplomatic skills and a good knowledge of the Canon Law and the Dogma.
    The efficiant cause = He is appointed by the Plenipotentiary Prelate.
    The formal cause = He is charged by the Plenipotentiary Prelate.
    The final cause = He is called to coordinate and supervise the negotiations for the integration of the Aristotelian Churches of the region for which he is responsible, under the control of the Prelate Plenipotentiary.
