    Book 5.7 : The Congregation for the New Apostolate


      The Congregation for the New Apostolate is the Roman Dicastery responsible for assisting, supervising and guiding the emerging Aristotelian communities, which are small in size or particularly in difficulty. In order to carry out the functions entrusted to it to the best of its ability, the Congregation for the New Apostolate may adopt extraordinary measures in agreement with and with the approval of the Roman Curia.



    I. On the Management and Functions

    Can. 1: The Congregation for the New Apostolate is headed by a Chancellor and a Vice-Chancellor, who bear the title of Apostolic High Commissioner and Apostolic Vice-Commissioner respectively.

    Can. 2: The Congregation is competent for every region where the hierarchy is absent, incomplete, insufficient or not self-sufficient; where the formation of the clergy is noticeably difficult or insufficient; where the presence of True Faith is extremely weak or embryonic; a region which is placed extraordinarily under its jurisdiction by the Roman Curia, either by the Supreme Pontiff or by the Sacred College of Cardinals.

    Can. 3: The main tasks of the Congregation are to integrate or reintegrate regions which are not yet or no longer in communion with the Holy Church; to promote the recognition of the Holy Church and its independence in accordance with Canon Law; to train and render self-sufficient the local clergy and hierarchy; to support Aristotelian communities in difficulty and to foster their development; to promote the spread of the True Faith and the teaching of the Sacred Dogma and the Holy Doctrines of the Church.

    Can. 4: In the regions of its competence, the Congregation has full jurisdiction, being subordinate only to the authority of the Sovereign Pontiff and the Sacred College of Cardinals and its Chancellors acting as the third charge of the Church; however, the Congregation may request the collaboration of other Congregations and must inform them regarding matters and situations related to their particular fields of competence and duties.

    Can. 5: Within the framework of the mission of the Congregation and with the authorization of the Roman Curia, either of the Supreme Pontiff or of the Sacred College of Cardinals, the Chancellors may grant personal and temporary derogations from the norms of Canon Law for the sole purpose of promoting the development and consolidation of the Church and the True Faith in the region.


    II. On the Chartularies

    Can. 6: In order to carry out its tasks, the Congregation for the New Apostolate makes use of collaborators called chartularies, appointed and dismissed freely by the Chancellors.

    Can. 7: The chartularies are recruited from among the faithful with a good knowledge of Dogma, Canon Law and diplomatic art as well as the English language and the language of the region assigned to them.

    Can. 8: For each region under the jurisdiction of the Congregation, only one chartulary may be appointed; his tasks and objectives are defined by the Chancellors at the time of his appointment but may be modified subsequently.

    Can. 9: The chartularies carry out the tasks assigned to them according to the directives of the Chancellors and keep them constantly informed of any event that might concern the mission of the Congregation or the security of the Church.

    Can. 10: Within the framework of the mission of the Congregation and with the authorization of the Roman Curia, either of the Supreme Pontiff or of the Sacred College of Cardinals, the Chancellors may delegate part of their powers to the chartularies, but only within the region assigned to them.
