That just means there is lots of room to gain PVD

not really since the mass affect the level of faith and not the level of the ideas. When you have preachers in town, preaching for the ideas according to the books, you lose pvds.
The best way to gain many pvd is to go in a place where people come from different countries ex war in brittany . But the pvds for the preacher do not follow the bishops ones.
