    Book 5.5: The Congregation of the Holy Armies


    Preamble

    The Congregation of the Holy Armies brings together a group of faithful and clergy linked by a common goal, namely the defense of the values ​​and interests of the Aristotelian Church. It ensures the supervision and the follow-up of the Aristotelian military forces in times of Peace and assures the control and the commandment during times of holy war; at all times the Congregation must ensure the proper functioning, condition, disposition, availability, census, control, monitoring and preparation of combatants serving directly under the orders of Rome.


    Part I : The Congregation of the Holy Armies


    I. Hierarchy and objectives

    Article 1: The Congregation of the Holy Armies is headed by a Chancellor and a Vice-Chancellor, both called Cardinal Constable.

    Article 2: The Prefect General is by importance the second-in-command of the Congregation after the Chancellors. He assists the Chancellors in the management of the congregation according to their instructions

    Article 3: The Prefect General is usually identified in the person of the Knight Senator. If necessary, the two charges can be separated; in this case, a Prefect General is appointed by the Cardinal Constable.

    Article 4: The Prefect Local is the direct representative of the Congregation of the Holy Armies in a linguistic zone. He directs the Episcopal Guard in his area and coordinates the members of the Religious Military Orders in relation to the Grand Masters.

    Article 5: The Prefect Local is appointed by the Cardinal Constable and is under the direct authority of Cardinal Constable and the Knight Senator. He has authority over all members in his area.

    Article 6: The Prefect Local must and is entitled to know the numbers of Religious Military Orders present in his area, in order to be able to respond in any circumstances to a threat or a request from the Curia or the Cardinal Constable of Rome.

    Article 7: In the event of a decreed mobilization, the Prefect shall make available to the Congregation of the Holy Armies the troops under his command. If the Pope or the Curia asks the Aristotelian faithful to take the cross, the Prefect must respond to the call of the Sacred College by placing at the disposal of the Crusade all his human and material resources and will have to ensure the coordination of the various troops from the area involved under him.

    Article 8: The Prefect shall ensure the collaboration of his Vidames with their respective Archbishop so that they work with him and respond as best as possible to his demands in the field of security and the military. On the other hand, he will have to make sure that the Archbishops collaborate with their respective Vidames, and let him act concerning the domains devolved to the Guard and the Vidame. In case of the Vidame's failure, the Prefect must be able to resume it or to impose a sanction; in case of the Archbishop's failure, the Prefect must seize the Cardinal Constable of Rome.

    Article 9: The Cardinal Constable may appoint a prelate as Chaplain General of the Holy Armies. Its role is to organize the religious ceremonies of the Congregation and work with the various religious leaders. He can celebrate as a replacement for absent Religious Military Orders and religious members absent from the Episcopal Guard in order not to deprive the Militaries of spiritual support.

    Article 10:To carry out its mission, the Congregation sets itself objectives, which can be listed in a non-exhaustive way, such as:
    • to assure the chain of command of the different elements of the Holy Armies;
    • to ensure the control and monitoring of the Episcopal and Pontifical Guards;
    • to control and follow the Military and Religious Orders;
    • ensure the control and monitoring of the Pontifical Navy;
    • organize the follow-up of troops falling under the Pontifical Banner;
    • to ensure the development and the coherence of the Holy Armies;
    • recognize and ensure the recognition of new Orders;
    • maintain staff available anywhere and at any time;
    • manage crises and conflicts requiring the presence of troops of the Holy See;
    • to command and direct the operations decided by the Holy Curia or the Holy Father in accordance with his powers of delegation.


    II. Councils of the Congregation

    Article 11: In full respect of the absolute authority of the Sovereign Pontiff and the prerogatives that it derogates from the Cardinals Constables, the Congregation of the Holy Armies has two councils to facilitate its management: the High Council and the General Staff.

    Article 12: The High Council takes charge of the organization of the Holy Armies, discusses its operation and takes the major decisions concerning them within the limits of the provisions of Canon Law. It also serves as a Reference and Arbitration Council for the different Religious Military Orders.

    Article 13: Sitting in the High Council, in order of precedence:
    • the Cardinal Constables;
    • the Commander of the Pontifical Guard;
    • the Prefect General;
    • the Pontifical Admiral;
    • the Prefect Locals;
    • the Chaplain General of the Holy Armies;
    • the Knight Senator, if he is not the Prefect General;
    • the Grand Masters of the Religious Military Orders;
    • the Knights of Isenduil;
    • the second-in-command of the Religious Military Orders;
    • the Pontifical Vice-Admirals.


    Article 14:The General Staff of the Holy Armies directs the military forces fighting in the name of the Most Holy Aristotelian Church in time of war and decides plans for battles. The decisions are made by the Cardinal Constable after conferring with the General Staff or failing that by the Prefect General.

    Article 15:Within the General Staff, in order of precedence:
    • the Cardinal Constables;
    • the Commander of the Pontifical Guard;
    • the Prefect General;
    • the Pontifical Admiral;
    • the Prefect Locals;
    • the Chaplain General of the Holy Armies;
    • the Dean of the Pontifical Nobility;
    • the Knight Senator, if he is not the Prefect General;
    • the Grand Masters of the Religious Military Orders;
    • the Knights of Isenduil;
    • the Vidames;
    • the second-in-command of the Religious Military Orders;
    • the Pontifical Vice-Admirals;
    • those responsible for the military branches of the Religious Military Orders.


    Article 16:In the event of a high-intensity conflict or general mobilization, the Cardinal Constable may give additional access to experts or advisers for the conflict zone.

    Part II : The Military Office of the Order of Isenduil


      The Order of the Golden Militia of Aragoth and Isenduil, or more simply of the golden spur or Isenduil, is an order of knighthood of merit conferred on those who have greatly contributed to the preservation, defense and dissemination of the True Faith under the insignia of the Holy Church and the Holy Armies. The Military Office of the Order of Isenduil is the Roman Office in charge of the administration of the current affairs of the Order through a prefect called Knight-Senator. The Office depends directly on the Sovereign Pontiff via the Congregation of the Holy Armies, which is responsible for its management.


    I. About the Grand Master and Chancellery

    Article 1:The supreme command of the Order is provided by the Pope, who is also the Grand Master. The Grand Master is supplemented by the Chancellery, of which the Chancellors of the Congregation are jointly invested; the Chancellery is responsible for supervising and controlling the activity of the Military Office.

    Article 2: A maximum of fifteen days after his appointment as Cardinal in charge of the Holy Armies, the said person receives knights of the Order a coat called "coat of Aragoth" and a belt called "belt of Isenduil" who are there to to remind the Cardinal of the heritage of Aragoth and Isenduil who were two of the greatest knights of Aristotle.     II. Knight-Senator

    Article 5: The role of the Knight-Sénateur is to administer the day-to-day affairs of the Order. He may nominate candidates for the Knights Council.

    Article 6: The Knight-Senator is appointed by the Chancellery on the proposal of the Council of Knights.

    Article 7: The Knight-Senator will have to give allegiance to the Pope and the Chancellery in order to be able to ensure his charge.


    III.About the Knights Council

    Article 8: All Knights compose and meet at the Knights Council.

    Article 9: The Council of Knights can be likened to a council of sages of the Holy Armies because of the diversity of its members and by their deeds and by their small number.

    Article 10: The Council of Knights meets in a crypt of the Basilica of St. Titus: the crypt of Isenduil where are kept several relics of the legendary Grand Master of the Temple.

    Article 11: The role of the Council of Knights is to judge the admissibility of a new knight in the Order, as well as to help the Constable Cardinals in their management of the Congregation through their experience.

    Article 12:The Council of Knights is authorized to propose the modification of the charter of the order on proposal of the Chancellery or the Knight-Senator by a two-thirds majority vote.


    IV. Effective functions of the Council

    Article 13:The Council of Knights may investigate any member of the Congregation of the Holy Armies on the proposal of the Chancellery or Knight-Senator. A Knight of Isenduil will be appointed by the Knights Council for this purpose. At the end of the investigation, the file will be submitted to the Chancellery and the Council of Knights.

    Article 14: The Council of Knights may audit or conduct administrative inquiries on a proposal from the Chancellery or Knight-Senator to any entity or staff of the Congregation of the Holy Armies to ensure the effectiveness, thoroughness or regularity of it. A Knight of Isenduil will be appointed by the Knights Council for this purpose. At the end of the investigation, the file will be submitted to the Chancellery and the Council of Knights.

    Article 15:The Knights Council will appoint a Knight to follow the request for recognition of a new Order. He will accompany the application and will sponsor the members until the end of the procedure.

    Article 16: In case of disputes within the Congregation, the Knights Council will appoint a Knight to mediate.


    V. Knights

    Article 17: The knights must all be ardent Aristotelians and never question the primacy of the papacy over any other crown or allegiance.

    Article 18: The Grand Master and the Chancellery, after advice from the Council of Knights, can ennoble new knights within the Order.

    Article 19: The Council of Knights is entitled to propose to the Great-Mastery candidates for ennobling.

    Article 20: Only members of the Holy Army who have distinguished themselves in the service of the Church can become knights.

    Article 21:The membership of the order confers a generic nobility with the rank of knight. In exchange for this, the Knights of the Order pledge to help the Church and the Holy Armies during a crusade by whatever means they can.

    Article 22: If a knight, who was physically and morally able to do so, does so, he may be excluded from the order after the judgment of the knights council.

    Article 23: Knights are models for the faithful and especially for the members of military orders, they must have an exemplary behavior, consistent with the values ​​of the Knighthood.

    Article 24: When he is knighted, the new Knight of Isenduil will have to follow the protocol and take the oath:

    Article 25: The oath of the Knights of Isenduil takes precedence over all others. They serve directly the Congregation of the Holy Armies. Even if they retain their affiliations and functions within a Military-Religious Order, a secular organization or a Kingdom, the preeminence of their bond is to the Church and the Council of Knights.
