Livre 5.7 : Le Département des Églises Nouvelles et en Développement
Définition et objectifs
Article 1 : Le Département des Églises Nouvelles et en Développement est un office créé par la Curie dans l'objectif de travailler avec les communautés aristotéliciennes naissantes et de tailles réduites.
- Article 1.1 : Le Département est géré par un Cardinal Romain Électeur appelé Prélat Plénipotentiaire.
- Article 1.2 : La Curie donne des pouvoirs spéciaux au Département en rapport avec ses missions spécifiques.
- Article 1.3 : Le Département peut demander la collaboration des Congrégations des la Sainte Église Aristotélicienne concernant les questions et réalités liées à leurs champs de compétence et leurs devoirs particuliers. Dans ce cas, le Chancelier de la Congrégation concerné indiquera un Délégué. Le Prélat Plénipotentiaire décidera des termes et de la durée de la collaboration du Délégué.
Article 2 : Les objectifs principaux du Département sont :
- le développement de l'intégration religieuse de toutes les régions ne faisant pas encore partie de la Sainte Église Aristotélicienne ;
- le soutien aux Églises locales concernant leurs difficultés et leurs besoins.
- Article 2.1 : Le Département prend contact avec les habitants de ces régions où il est appelé à intervenir.
- Article 2.2 : Le Département leur introduit l’Église Aristotélicienne et Son Dogme.
- Article 2.3 : Le Département négocie l'intégration à l’église Aristotélicienne ou la reconnaissance comme une Église Aristotélicienne Autonome, suivant le Droit Canon.
- Article 2.4 : Le Département gère toutes les relations avec les groupes existants et leurs dirigeants jusqu'à ce que les officiers concernés de chaque Congrégation soient nommés.
- Article 2.5 : Le Département gère les Églises sans Consistoire ainsi que celles sans Assemblée Épiscopale.
Organisation interne
Article 3 : Le Département est dirigé par un Prélat Plénipotentiaire, qui peut nommer des Légats et jusqu'à deux Assesseurs
Article 4 : L'Assesseur est nommé directement par le Prélat Plénipotentiaire pour mieux organiser le travail du Département.
- Article 4.1 : Pour devenir Assesseur, le candidat doit posséder une bonne connaissance du Droit Canon et du Dogme.
- Article 4.2 : Le candidat doit être capable de montrer de bonnes connaissances dans le Droit Canon.
- Article 4.3 : Le candidat doit avoir une licence en Diplomatie Romaine et une licence en Théologie.
- Article 4.4 : Le candidat doit être polyglotte (en plus de sa langue maternelle, il doit être capable de parler la lingua franca* et avoir au moins une maîtrise basique des langues locales).
N.B. : l'anglais est ici considéré comme la lingua franca.
Article 5 : Pour devenir Légat, un candidat doit demander directement au Département.
- Article 5.1: Les candidats doivent posséder une bonne connaissance du Droit Canon et du Dogme.
- Article 5.2: Les candidats doivent connaître l'anglais en plus de leur langue maternelle et avoir de préférence au moins une connaissance de base des langues locales.
- Article 5.3: La demande doit être déposée publiquement au Département des Églises Nouvelles et en Développement.
- Article 5.4: Appointment and revocation are decided by the Plenipotentiary Prelate.
Des charges et fonctions
Article 6: Les fonctions du Prélat Plénipotentiaire consistent à s'occuper de chaque région dont la hiérarchie de l'Église est manquante ou incomplète ou insuffisante ou non autosuffisante; il s'occupe aussi de la supervision ecclésiastique dans une région où la création d'un clergé local est difficile. Comme son nom l'indique et dans ces régions, il a les pleins pouvoirs y sera le troisième personnage le plus important de l’Église : il est représentant du Pape et de l'Église.
- Article 6.1 : Le quadryptique causal:
La cause matérielle = Il est Cardinal Romain Électeur.
La cause efficiente = Il est nommé par le Collège des Cardinaux ou directement par le Pape.
La cause formelle = Il est intronisé par le Camerlingue ou l’Archidiacre de Rome.
La cause finale = Il représente les Églises Nouvelles et en Développement.
Article 7 : L'Assesseur - Le quadryptique causal:
La cause matérielle = Il est un opérateur au service de l'Église. Il doit avoir une connaissance du Droit Canon et du Dogme.
La cause efficiente = Il est nommé par le Prélat Plénipotentiaire.
La cause formelle = Il est chargé par le Prélat Plénipotentiaire.
La cause finale = Il assiste le Prélat Plénipotentiaire dans la gestion du Département.
Article 8 : Le Légat - Le quadryptique causal :
La cause matérielle = Il doit être intéressé aux travaux du Fépartement. Il doit posséder de bonnes compétences diplomatiques et une bonne connaissance du Droit Canon et du Dogme.
La cause efficiente = Il est nommé par le Prélat Plénipotentiaire.
La cause formelle = Il est chargé par le Prélat Plénipotentiaire.
La cause finale = Il est appelé à coordonner et superviser les négociations pour l'intégration des Églises Aristotéliciennes de la région dont il a la charge, sous le contrôle du Prélat Plénipotentiaire.

Book 5.7 : The department of the new and developing church
Definition and Objectives
Article 1 : The Department of New and Developing Churches is an office created by the Curia with the aim of working with emerging Aristotelian communities of small size.
- Article 1.1 : The Department is managed by a Roman Cardinal Elector called Prelate Plenipotentiary.
- Article 1.2 : The Curia gives special powers to the Department in relation to its specific missions
- Article 1.3 : The Department may request the collaboration of the Congregations of the Holy Aristotelian Church concerning the questions and realities related to their fields of competence and their particular duties.
In this case, the Chancellor of the concerned Congregation will indicate a Delegate. The Plenipotentiary Prelate will decide on the terms and duration of the Delegate's collaboration.
Article 2 :The main objectives of the Department are:
- the development of religious integration of all regions not yet part of the Holy Aristotelian Church;
- support to local churches regarding their difficulties and needs.
- Article 2.1 : The Department makes contact with the inhabitants of these regions where it is called upon to intervene.
- Article 2.2 : The Department introduces them to the Aristotelian Church and its Dogma.
- Article 2.3 : The Department negotiates integration with the Aristotelian Church or recognition as an Autonomous Aristotelian Church, following Canon Law.
- Article 2.4 : The Department manages all relations with existing groups and their leaders until the relevant officers of each Congregation are appointed.
- Article 2.5 : The Department manages the churches without Consistory as well as those without the Episcopal Assembly.
Internal Organisation
Article 3 : The Department is headed by a Plenipotentiary Prelate, who can appoint Legates and up to two Assessors
Article 4 : The Assessor is appointed directly by the Plenipotentiary Prelate to better organize the work of the Department.
- Article 4.1 : To become Assessor, the candidate must have a good knowledge of the Canon Law and the Dogma.
- Article 4.2 : The candidate must be able to show good knowledge within the Canon Law.
- Article 4.3 : The candidate must have a degree in Roman Diplomacy and a degree in Theology.
- Article 4.4 : The candidate must be multilingual (in addition to his native language, he must be able to speak the lingua franca* and have at least a basic understanding of local languages)
e.g. :english is here considered as lingua franca.
Article 5 : To become a Legate, a candidate must apply directly to the Department .
- Article 5.1: The candidates must have a good knowledge of the Canon Law and the Dogma.
- Article 5.2: Applicants must know English in addition to their native language and preferably have at least a basic knowledge of local languages.
- Article 5.3: The application must be made publicly to the Department of New and Developing Churches.
- Article 5.4: Appointment and revocation are decided by the Plenipotentiary Prelate

Charges and Functions
Article 6:The functions of the Plenipotentiary Prelate consist in taking care of each region whose hierarchy of the Church is missing or incomplete or insufficient or not self-sufficient; he is also responsible for ecclesiastical oversight in a region where the creation of a local clergy is difficult. As his name indicates and in these regions, he has full powers and will be the third most important person in the Church: he is representative of the Pope and the Church.
- Article 6.1 : The causal quadryptic:
The material cause = He is a Roman Elector Cardinal.
The efficiant cause = He is appointed by the College of Cardinals or directly by the Pope.
The formal cause = He is enthroned by the Camerlengo or the Archdeacon of Rome.
The final cause = He represents the New and Developing Churches.
Article 7 : The Assessor - The Causal Quadryptic:
The material cause = He is an operator in the service of the Church. He must have knowledge of the Canon Law and the Dogma .
The efficiant cause = He is appointed by the Plenipotentiary Prelate.
The formal cause =He is charged by the Plenipotentiary Prelate.
The final cause = He assists the Plenipotentiary Prelate in the management of the Department.
Article 8 :The Legat - The causal quadryptic:
The material cause = He must be interested in the work of the department. He must have good diplomatic skills and a good knowledge of the Canon Law and the Dogma.
The efficiant cause = He is appointed by the Plenipotentiary Prelate.
The formal cause = He is charged by the Plenipotentiary Prelate.
The final cause = He is called to coordinate and supervise the negotiations for the integration of the Aristotelian Churches of the region for which he is responsible, under the control of the Prelate Plenipotentiary.
