Of course, a recruitment drive for the Holy Armies, both the guards and the orders, is necessary and it should be constant effort to increase their numbers.

I cannot hide my dismay at the scale of the task, because it is big, the institution is in a state of brain death.

Dignitaries don't even come here anymore, but the hierarchy is Rome. A coherent and competent military organization is based on discipline and loyalty. Note that observation also works for the Church; bringing together the bishops in an episcopal assembly means avoiding the excesses favored by autarky.

The other point which is essential for me is the presence in the area through the prefects who are responsible for locally coordinating our campaigns. If certain cardinal deacons, priests or emeritus want to join us, it is with pleasure.
