    Livre 5.5 : La Congrégation des Saintes-Armées


    Préambule

    La Congrégation des Saintes Armées regroupe un ensemble de fidèles et de clercs liés par un but commun, à savoir la défense des valeurs et des intérêts de l’Eglise Aristotélicienne. Elle assure la supervision et le suivi des forces militaires aristotéliciennes en temps de Paix et en assure le contrôle et le commandement en temps de guerre sainte; en tout temps la Congrégation doit s'assurer de la bonne marche, de l'état, de la disposition, de la disponibilité, du recensement, du contrôle, du suivi et de la préparation des combattants servant directement sous les ordres de Rome.


    Partie I : La Congrégation des Saintes-Armées


    I. De la hiérarchie et des objectifs

    Article 1: La Congrégation des Saintes-Armées est dirigée par un Chancelier et un Vice-Chancelier, tous deux appelés Cardinal-Connétable.

    Article 2: Le Préfet Général est par importance la deuxième charge de la Congrégation après les Chanceliers. Il assiste les Chanceliers dans la gestion de la congrégation selon leurs directives

    Article 3: Le Préfet Général est ordinairement identifié en la personne du Chevalier Sénateur. En cas de besoin, les deux charges peuvent être séparées; dans ce cas, un Préfet Général est nommé par le Cardinal-Connétable.

    Article 4: Le Préfet Local est le représentant direct de la Congrégation des Saintes Armées dans une zone linguistique. Il dirige la Garde Episcopale dans sa zone et coordonne les membres des Ordres Militaires et Religieux en relation avec les Grands Maitres.

    Article 5: Le Préfet Local est nommé par le Cardinal-Connétable et est placé sous l’autorité directe du Cardinal-Connétable et du Chevalier Sénateur. Il a autorité sur l'ensemble des membres dans sa zone.

    Article 6: Le Préfet Local se doit et est en droit de connaître les effectifs des Ordres Militaro-Religieux présents sur sa zone, afin de pouvoir répondre en toute circonstance à une menace ou une sollicitation de la part de la Curie ou du Cardinal Connétable de Rome.

    Article 7: En cas de Mobilisation décrétée, le Préfet devra mettre à disposition de la Congrégation des Saintes-Armées les troupes de sous son commandement. Si le Pape ou la Curie demande aux fidèles Aristotéliciens de prendre la croix, le Préfet se devra répondre à l’appel du Sacré Collège en mettant à la disposition de la Croisade la totalité de ses ressources humaines et matérielles et devra assurer la coordination des différents troupes de sa zone impliqués.

    Article 8: Le Préfet devra s'assurer de la collaboration de ses Vidames avec leur Archevêque respectif afin qu'ils travaillent de concert avec lui et répondre du mieux possible à ses demandes dans le domaine de la sécurité et du militaire. A l'inverse, il devra s'assurer que les Archevêques collaborent avec leur Vidame respectif, et le laissent agir concernant les domaines dévolus à la Garde et au Vidame. En cas de manquement du Vidame, le Préfet est à même de le reprendre ou d'infliger une sanction; en cas de manquement de l'Archevêque, le Préfet se doit de saisir le Cardinal Connétable de Rome.

    Article 9: Le Cardinal-Connétable peut nommer un prélat comme Aumônier Général des Saintes-Armées. Il a pour rôle d'organiser les cérémonies religieuses de la Congrégation et travaille avec les différents responsables religieux. Il peut célébrer en remplacement des religieux absents des Ordres Militaires et Religieux ainsi que les membres religieux absents de la Garde Episcopale afin de ne pas priver les Milites du soutien spirituel.

    Article 10: Pour mener à bien sa mission, la Congrégation se fixe des objectifs, pouvant être énumérés de manière non exhaustive, tels que:
    • assurer la chaîne de commandement des différents éléments des Saintes Armées ;
    • assurer le contrôle et le suivi des Gardes Episcopales et Pontificale ;
    • assurer le contrôle et le suivi des Ordres Militaires et Religieux ;
    • assurer le contrôle et le suivi de la Marine Pontificale ;
    • organiser le suivi des troupes battant sous Etendard Pontifical ;
    • assurer le développement et la cohérence des Saintes Armées ;
    • reconnaître et assurer la reconnaissance d'Ordres nouveaux ;
    • maintenir des effectifs disponibles en tout lieu et en tout moment ;
    • gérer les crises et les conflits nécessitant la présence de troupes du Saint Siège ;
    • commander et diriger les opérations décidées par la Sainte Curie ou le Saint Père conformément à ses pouvoirs de délégation.


    II. Des Conseils de la Congrégation

    Article 11: Dans le plein respect de l'autorité absolue du Souverain Pontife et des prérogatives qu'il déroge aux Cardinaux-Connétables, la Congrégation de la Sainte Armée est dotée de deux conseils pour faciliter sa gestion : le Haut Conseil et l'Etat Major.

    Article 12: Le Haut Conseil prend en charge l’organisation des Saintes Armées, discute de son fonctionnement et prend les grandes décisions les concernant dans les limites des dispositions du Droit Canon. Il sert également de Conseil de référence et d'arbitrage des différents Ordres Militaro-Religieux.

    Article 13:Siègent au sein du Haut Conseil, par ordre de préséance:
    • les Cardinaux-Conestables ;
    • le Commandeur de la Garde Pontificale ;
    • le Préfet Général ;
    • l'Amiral Pontifical ;
    • les Préfets Locaux ;
    • l'Aumonier Général des Saintes-Armées ;
    • le Chevalier Sénateur, s'il n'est pas Préfet Général ;
    • les Grands-Maîtres des Ordres Militaro-Religieux ;
    • les Chevaliers d'Isenduil ;
    • les seconds des Ordres Militaro-Religieux ;
    • les Vice-Amiraux Pontificaux.


    Article 14: L'Etat Major des Saintes Armées dirige les forces militaires combattant au nom de la Très Sainte Eglise Aristotélicienne en temps de guerre et décide des plans de batailles. Les décisions sont prises par le Cardinal Connétable après audit de l'Etat Major ou à défaut par Préfet Général.

    Article 15:Siègent au sein de l'Etat Major, par ordre de préséance:
    • les Cardinaux-Conestables ;
    • le Commandeur de la Garde Pontificale ;
    • le Préfet Général ;
    • l'Amiral Pontifical ;
    • les Préfets Locaux ;
    • l'Aumonier Général des Saintes-Armées ;
    • le Doyen de la Noblesse Pontificale ;
    • le Chevalier Sénateur, s'il n'est pas Préfet Général ;
    • les Grands-Maîtres des Ordres Militaro-Religieux ;
    • les Chevaliers d'Isenduil ;
    • les Vidames ;
    • les seconds des Ordres Militaro-Religieux ;
    • les Vice-Amiraux Pontificaux ;
    • les responsables des branches militaires des Ordres Militaro-Religieux.


    Article 16: En cas de conflit de grande intensité ou de mobilisation générale, le Cardinal-Connétable peut donner des accès supplémentaires à des experts ou conseillers particuliers pour la zone de conflit.

    Book 5.5: The Congregation of the Holy Armies


    Preamble

    The Congregation of the Holy Armies brings together a group of faithful and clergy linked by a common goal, namely the defense of the values ​​and interests of the Aristotelian Church. It ensures the supervision and the follow-up of the Aristotelian military forces in times of Peace and assures the control and the commandment during times of holy war; at all times the Congregation must ensure the proper functioning, condition, disposition, availability, census, control, monitoring and preparation of combatants serving directly under the orders of Rome.


    Part I : The Congregation of the Holy Armies


    I. Hierarchy and objectives

    Article 1: The Congregation of the Holy Armies is headed by a Chancellor and a Vice-Chancellor, both called Cardinal Constable.

    Article 2: The Prefect General is by importance the second-in-command of the Congregation after the Chancellors. He assists the Chancellors in the management of the congregation according to their instructions

    Article 3: The Prefect General is usually identified in the person of the Knight Senator. If necessary, the two charges can be separated; in this case, a Prefect General is appointed by the Cardinal Constable.

    Article 4: The Prefect Local is the direct representative of the Congregation of the Holy Armies in a linguistic zone. He directs the Episcopal Guard in his area and coordinates the members of the Religious Military Orders in relation to the Grand Masters.

    Article 5: The Prefect Local is appointed by the Cardinal Constable and is under the direct authority of Cardinal Constable and the Knight Senator. He has authority over all members in his area.

    Article 6: The Prefect Local must and is entitled to know the numbers of Religious Military Orders present in his area, in order to be able to respond in any circumstances to a threat or a request from the Curia or the Cardinal Constable of Rome.

    Article 7: In the event of a decreed mobilization, the Prefect shall make available to the Congregation of the Holy Armies the troops under his command. If the Pope or the Curia asks the Aristotelian faithful to take the cross, the Prefect must respond to the call of the Sacred College by placing at the disposal of the Crusade all his human and material resources and will have to ensure the coordination of the various troops from the area involved under him.

    Article 8: The Prefect shall ensure the collaboration of his Vidames with their respective Archbishop so that they work with him and respond as best as possible to his demands in the field of security and the military. On the other hand, he will have to make sure that the Archbishops collaborate with their respective Vidames, and let him act concerning the domains devolved to the Guard and the Vidame. In case of the Vidame's failure, the Prefect must be able to resume it or to impose a sanction; in case of the Archbishop's failure, the Prefect must seize the Cardinal Constable of Rome.

    Article 9: The Cardinal Constable may appoint a prelate as Chaplain General of the Holy Armies. Its role is to organize the religious ceremonies of the Congregation and work with the various religious leaders. He can celebrate as a replacement for absent Religious Military Orders and religious members absent from the Episcopal Guard in order not to deprive the Militaries of spiritual support.

    Article 10:To carry out its mission, the Congregation sets itself objectives, which can be listed in a non-exhaustive way, such as:
    • to assure the chain of command of the different elements of the Holy Armies;
    • to ensure the control and monitoring of the Episcopal and Pontifical Guards;
    • to control and follow the Military and Religious Orders;
    • ensure the control and monitoring of the Pontifical Navy;
    • organize the follow-up of troops falling under the Pontifical Banner;
    • to ensure the development and the coherence of the Holy Armies;
    • recognize and ensure the recognition of new Orders;
    • maintain staff available anywhere and at any time;
    • manage crises and conflicts requiring the presence of troops of the Holy See;
    • to command and direct the operations decided by the Holy Curia or the Holy Father in accordance with his powers of delegation.


    II. Councils of the Congregation

    Article 11: In full respect of the absolute authority of the Sovereign Pontiff and the prerogatives that it derogates from the Cardinals Constables, the Congregation of the Holy Armies has two councils to facilitate its management: the High Council and the General Staff.

    Article 12: The High Council takes charge of the organization of the Holy Armies, discusses its operation and takes the major decisions concerning them within the limits of the provisions of Canon Law. It also serves as a Reference and Arbitration Council for the different Religious Military Orders.

    Article 13: Governing in the High Council, in order of precedence:
    • the Cardinal Constables;
    • the Commander of the Pontifical Guard;
    • the Prefect General;
    • the Pontifical Admiral;
    • the Prefect Locals;
    • the Chaplain General of the Holy Armies;
    • the Knight Senator, if he is not the Prefect General;
    • the Grand Masters of the Religious Military Orders;
    • the Knights of Isenduil;
    • the second-in-command of the Religious Military Orders;
    • the Pontifical Vice-Admirals.


    Article 14:The General Staff of the Holy Armies directs the military forces fighting in the name of the Most Holy Aristotelian Church in time of war and decides plans for battles. The decisions are made by the Cardinal Constable after conferring with the General Staff or failing that by the Prefect General.

    Article 15:Within the General Staff, in order of precedence:
    • the Cardinal Constables;
    • the Commander of the Pontifical Guard;
    • the Prefect General;
    • the Pontifical Admiral;
    • the Prefect Locals;
    • the Chaplain General of the Holy Armies;
    • the Dean of the Pontifical Nobility;
    • the Knight Senator, if he is not the Prefect General;
    • the Grand Masters of the Religious Military Orders;
    • the Knights of Isenduil;
    • the Vidames;
    • the second-in-command of the Religious Military Orders;
    • the Pontifical Vice-Admirals;
    • those responsible for the military branches of the Religious Military Orders.


    Article 16:In the event of a high-intensity conflict or general mobilization, the Cardinal Constable may give additional access to experts or advisers for the conflict zone.

Se o Papa ou a Cúria requisitarem aos fiéis aristotélicos que tomem a cruz, o Prefeito deve responder ao chamado do Sagrado Colégio, colocando à disposição da Cruzada todos os seus recursos humanos e materiais, bem como deverá garantir a coordenação das diversas tropas de sua zona.

    Artigo 8: O Prefeito deverá assegurar a colaboração de seus Vidames com os respectivos Arcebispos, a fim de que trabalhem em conjunto e respondam, da melhor forma possível, às demandas nas áreas de segurança e militar. Por outro lado, eles devem garantir que os Arcebispos colaborem com os seus respectivos Vidames e permitam que eles atuem nas áreas correspondentes à Guarda e a Vidamia. Em caso de falha do Vidame, o Prefeito poderá repreendê-lo ou impor-lhe uma sanção; em caso de falha do Arcebispo, o prefeito deverá reportar-se ao Cardeal Condestável de Roma.

    Artigo 9: O Cardeal Condestável poderá nomear um prelado como Capelão Geral dos Santos Exércitos. Seu papel será, portanto, organizar as cerimônias religiosas da Congregação e trabalhar com os vários líderes religiosos. Ele poderá celebrar cerimônias em substituição aos religiosos ausentes das Ordens Militares e Religiosas, bem como em substituição aos membros religiosos ausentes das Guardas Episcopais, com a finalidade de garantir que os militares não sejam privados de apoio espiritual.

    Artigo 10: Para cumprir sua missão, a Congregação estabelecerá objetivos, que poderão ser listados de maneira não exaustiva, tais como:
    • assegurar a cadeira de comando dos diferentes elementos dos Santos Exércitos;
    • assegurar o controle e o monitoramento das Guardas Episcopais e Pontifícia;
    • assegurar o controle e o monitoramento das Ordens Militares e Religiosas;
    • assegurar o controle e o monitoramento da Marinha Pontifícia;
    • organizar e monitorar as tropas que respondem à Bandeira Pontifícia;
    • assegurar o desenvolvimento e a coerência dos Santos Exércitos;
    • reconhecer e assegurar o reconhecimento das novas Ordens;
    • manter os efetivos disponíveis em todos os lugares e em todos os momentos;
    • gerenciar as crises e conflitos que exijam a presença das tropas da Santa Sé;
    • comandar e dirigir as operações decididas pela Santa Cúria ou pelo Santo Padre, de acordo com os seus poderes de delegação.


    II. Dos Conselhos da Congregação

    Artigo 11: Em pleno respeito à autoridade absoluta do Soberano Pontífice e às prerrogativas que ele derroga aos Cardeais Condestáveis, a Congregação dos Santos Exércitos é dotada de dois conselhos para facilitar sua gestão: o Conselho Superior e o Estado Maior.

    Artigo 12: O Conselho Superior é responsável pela organização dos Santos Exércitos, por discutir seu funcionamento e por tomar as principais decisões à seu respeito dentro dos limites dispostos pelo Direito Canônico. Ele também servirá como Conselho de Referência e Arbitragem das diferentes Ordens Militar-Religiosas.

    Artigo 13:Possuem assento no Conselho Superior, por ordem de precedência:
    • os Cardeais-Condestáveis;
    • o Comandante da Guarda Pontifícia;
    • o Prefeito Geral;
    • o Almirante Pontifício;
    • os Prefeitos Locais;
    • o Capelão Geral dos Santos Exércitos;
    • o Cavaleiro Senador, caso não seja o Prefeito Geral;
    • os Grão-Mestres das Ordens Militar-Religiosas;
    • os Cavaleiros de Isenduil;
    • os segundos em comando das Ordens Militar-Religiosas;
    • os Vice-Almirantes Pontifícios.


    Artigo 14: O Estado Maior dos Santos Exércitos dirige as forças militares que combatem em nome da Santíssima Igreja Aristotélica em tempo de guerra e decidem estratégias de batalha. As decisões são tomadas pelo Cardeal Condestável após ouvir o Estado Maior ou, na sua falta, pelo Prefeito Geral.

    Artigo 15:Possuem assento no Estado Maior, por ordem de precedência:
    • os Cardeais-Condestáveis;
    • o Comandante da Guarda Pontifícia;
    • o Prefeito Geral;
    • o Almirante Pontifício;
    • os Prefeitos Locais;
    • o Capelão Geral dos Santos Exércitos;
    • o Decano da Nobreza Pontifícia;
    • o Cavaleiro Senador, caso não seja o Prefeito Geral;
    • os Grão-Mestres das Ordens Militar-Religiosas;
    • os Cavaleiros de Isenduil;
    • os Vidames;
    • os segundos em comando das Ordens Militar-Religiosas;
    • os Vice-Almirantes Pontifícios;
    • os responsáveis dos ramos militares das Ordens Militar-Religiosas.


    Artigo 16: Nas hipóteses de conflito de grande intensidade ou de mobilização geral, o Cardeal Condestável poderá conceder acessos adicionais à especialistas ou consultores particulares da zona de conflito.

[i]A Congregação dos Santos Exércitos reúne um grupo de fiéis e clérigos ligados por um objetivo comum, a saber, a defesa dos valores e dos interesses da Igreja Aristotélica. Ela assegura a supervisão e o acompanhamento das forças militares aristotélicas em tempos de paz e assegura o controle e o comando durante os tempos de guerra santa; em qualquer tempo a Congregação deve sempre assegurar o bom funcionamento, do estado, da disposição, da disponibilidade, do recenseamento, do controle, do monitoramento e da preparação dos combatentes que servem diretamente às ordens de Roma.[/i]


[b][size=14]Parte I : Da Congregação dos Santos Exércitos[/size][/b]


[b]I. Da hierarquia e dos objetivos[/b]

[b]Artigo 1:[/b] A Congregação dos Santos Exércitos é dirigida por um Chanceler e um Vice-Chanceler, ambos chamados Cardeal-Connétable.

[b]Artigo 2:[/b] O Prefeito Geral é, por importância, o segundo cargo da Congregação, depois dos Chanceleres. Ele assiste os Chanceleres na gestão da Congregação, de acordo com as diretivas determinadas por eles.

[b]Artigo 3:[/b] O Prefeito Geral é comumente identificado na pessoa do Cavaleiro Senador. Se necessário, as duas funções podem ser separadas; neste caso, um Prefeito Geral será nomeado pelo Cardeal Condestável.

[b]Artigo 4:[/b] O Prefeito Local é o representante direto da Congregação dos Santos Exércitos uma zona linguística. Ele dirige a Guarda Episcopal em sua área e coordena os membros das Ordens Militares e Religiosas em relação aos Grão-Mestres.

[b]Artigo 5:[/b] O Prefeito Local é nomeado pelo Cardeal Condestável e está sob a autoridade direta do Cardeal Condestável e do Cavaleiro Senador. Ele possui autoridade sobre todos os membros da sua zona.

[b]Artigo 6:[/b] O Prefeito Local deve e possui o direito de conhecer o número de efetivos das Ordens Militar-Religiosas presentes em sua zona, a fim de para poder responder em qualquer circunstância à uma ameaça ou solicitação da Cúria ou do Cardeal Condestável de Roma.

[b]Artigo  7:[/b] Em caso de mobilização decretada, o Prefeito colocará à disposição da Congregação dos Santos Exércitos as tropas sob o seu comando.
