Book 5.8 : The Apostolic Chamber

    Preamble

The Apostolic Chamber is the Roman dicastery entrusted with recording, accounting for, safeguarding and managing the property and finances of the Holy See and of the Holy Aristotelian Church wherever they may be located. Unless expressly authorised by Canon Law or by the Holy See itself, no other institution or person, with the exception of the Apostolic Chamber and its central offices, may dispose of the property and finances of the Holy See and of the Holy Aristotelian Church.

    I. On the hierarchy and objectives

Can. 1 : The Apostolic Chamber is headed by a Chancellor and a Vice-Chancellor, who bear respectively the titles of Camerlengo of the Holy Roman Aristotelian Church and Vice-Camerlengo of the Holy Roman Aristotelian Church.

Can. 2 : The Apostolic Chamber is responsible for the management of the pontifical patrimony and that of the Holy Church for all matters that do not fall directly within the competence of the other Roman dicasteries and that belong to the exclusive authority of the Sovereign Pontiff.

Can. 3 : The Apostolic Chamber, through its offices and in collaboration with the competent Roman dicasteries, dioceses and parishes, ensures the proper keeping of the registers and accounts of the property and finances of the Holy See and of the Holy Church at the central and diocesan levels.

Can. 4 : The property and finances kept in the treasuries of the Apostolic Chamber, the dioceses and the parishes are and shall remain the exclusive property of the Holy See and of the Holy Roman Aristotelian Church; their improper or unauthorised use according to these canons constitutes an offence punishable by the Justice of the Church.

Can. 5 : The Chancellors appoint a Comptroller General for each Primacy; he is the direct hierarchical superior of the diocesan officers and is responsible for supervising and coordinating the activities of the Apostolic Chamber within his Primacy. Linguistic areas that cannot claim the status of a Primacy are subject to the direct supervision of the Chancellors, unless an exemption is granted by the Roman Curia.

Can. 5.1 : The Comptroller General - the causal quadriptych :

The material cause = He must be a faithful of the Church.
The efficient cause = He is appointed by the Camerlengo for a Primacy.
The formal cause = He is enthroned by the Camerlengo.
The final cause = He is responsible for supervising and coordinating the activities of the Apostolic Chamber within his Primacy.

    II. On diocesan officers

Can. 6 : Each Metropolitan Archbishop, or failing that, the diocesan administrator, previously authorised in writing by the Chancellors or the competent Comptroller General, appoints a General Chamberlain; he is responsible for the safeguarding and accounting of the finances of the metropolitan archdiocese and the ecclesiastical province, which he transmits to the competent Comptroller General or to the Chancellors every two months or upon request; he carries out the financial operations authorised by the Apostolic Chamber. By written delegation from the Chancellors or the competent Comptroller General, he supervises and coordinates the financial activities of the Apostolic Chamber within his ecclesiastical province.
