The Holy Father had long since requested a report from the Congregations and I believe brother Richelieu wrongs sister Pamela for her zeal. He should, instead, thank her if the Congregation has any vitality. _________________

All I see are two leaders of a congregation who cannot communicate with each other...
It would be better, my brothers, if you both met and agreed on each other's responsibilities to divide up the tasks and avoid shooting each other. Remember that the goal is to work together, not against each other. IT IS IN THE INTEREST OF THE CHURCH!!! Just think about that! _________________

"Without opening further topics, I will dust off this discussion from two years ago in which I found some indications for evaluating the activity of the cardinal bishops.
In reading this discussion and in managing the Congregation of the Holy Office and the New Apostolate, I realized how little actual knowledge there is of what the activity of our Congregations is. They are the "vital organs" of the Holy Aristotelian Church and I believe it is appropriate that the activity that takes place in them is shared more in this Sacred College.
We can all "spy" in the rooms on the discussions that take place, but as we know, some projects are often carried out through private letters and other ways that escape our eyes.
This is where my proposal comes from: Why can't we establish, as an internal rule, that each chancellor provides a report on the activities of his own Congregation every six months at the beginning of the Dean's mandate (1 April and 1 October)? From here, a space can be opened for exchanges of ideas and suggestions. What do you think?" _________________

"Since there seems to be a favorable consensus regarding the proposal for a period report on the status of the Congregations, I would say that we can proceed.
The idea would be to include in the internal regulations that each cardinal chancellor (and vice chancellor together) must present a report on the activity of his own Congregation (inserting the things done, the projects in progress and any requests or needs).
To give a precise deadline, it can be established that this report must be presented to the Sacred College within ten days of the start of the new mandate of the Dean (so to be clear: between April 1 and 10 and October 1 and 10).
I would say to give 5 days to discuss it and then proceed to drafting the official text and voting. Thanks to those who will participate." _________________

"Following this debate, I would like to present a proposal. Since the idea of this periodic report is to promote knowledge of the work of the various Congregations and to encourage exchange between the various members of this Sacred College, I believe it is appropriate to broaden the matter by also involving the cardinal priests and deacons, asking them for a report on the activity of their Consistory, so as to also receive updates from the various geodogmatic areas (at least where there are cardinals). This is my proposal to add to our Internal Rules:
Citation: | Report on the activity of the Congregations and Consistories:
To better promote knowledge and comparison of the various bodies that manage the different sectors (Congregations) and territories (Consistories) of the Holy Aristotelian Church, the following is established:
- By the 10th of the month of April and October, each Chancellor of the Congregation (together with the Vice Chancellor where present) must present to the Sacred College a report on the activities of the Congregation he directs. Reporting the initiatives undertaken, the appointments made and any critical issues or problems.
- By the 10th of the month of April and October each Consistory (cardinal priest and cardinal deacons together for their own geodogmatic zone) must present to the Sacred College a report on the activities of their geodogmatic zone. In this text the activities carried out in the various Episcopal Assemblies must be presented as well as the difficulties and critical issues encountered. |
What do you think? I would say give us another 3 days to discuss it and then proceed with the vote." _________________

I think the idea is interesting but we shouldn't go too quickly. Technically, Chancellors must first and foremost be accountable to the Holy Father.
Even if for information reasons we can do it, I do not think that there is an obligation on the part of the Chancellors to do so. _________________

Congregations are in direct order towards the pope. The curia can simply ask for information for their universal decision-making process _________________

I believe it is important to discuss among ourselves cardinals and stay informed on everyone's work. Everyone can give a contribution to the other's Congregation, it is not that because I deal with the New Apostolate I cannot have something to suggest or ask of those who work in the Apostolic Chamber or the Holy Armies (for example).
I understand your point of view. It is true that the Chancellor must give an account only to the Pope but it is also true that this Sacred College has established, in agreement with the Pope, that the Emeritus Committee must also provide a report on the activity of the cardinals.
When this report is made then people complain that people were not consulted and they cry because things are said that they do not like. With an updated report it is also easier for the members of the Committee to do a more objective job and avoid seeing the cardinals cry because they do not like the report." _________________

I am in favour of the reports but i want to make clear that it is just not a changement of hierarchies. We are in direct line. Such reports are useful for our own goals within the congregation the pope in case he is interested in what projects are in the congregation. And for curia to see the activity and the needs of the individual area. That's important. _________________

When was it, that setting deadlines and obligations led to a useful result?
If the purpose is to have and share information, there is no need to set precise deadlines; rather, we should work to establish a climate in which sharing is not synonymous with judgement or personal attacks. This, unfortunately, continues to be the case. I am against it for this reason.
I do not see exchanges of opinions taking place in a truly collaborative spirit, which is also why I only intervene to give my opinion when I am convinced I have something really sensible to say, regardless of the reception my comments receive.
I do not look at form, but at meaning and motivation. _________________
